Broomfield Town Square Metropolitan District Nos. 1 and 2 (the “Districts”) are Title 32 Special Districts that have been established for the purpose of planning, designing, acquiring, constructing, installing, relocating, redeveloping and financing of street, park and recreation, water, sanitation, safety protection improvements, transportation, television relay and translation, mosquito control, and covenant enforcement and design review services of the District, and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plans for the Districts approved by the City and County of Broomfield on August 25, 2020, as may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the Districts. The Districts are located in the City and County of Broomfield, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City and County of Broomfield does not provide.
The Districts may incur a combined maximum debt of $104,000,000 in aggregate. Debt may be payable from any and all legally available revenues of the District, including general ad valorem property taxes, fees, rates, tolls, penalties, or charges as provided in the Service Plan and Section 32-1-1001(1), C.R.S.
The District may assess a maximum mill levy of 50 mills, as adjusted after August 25, 2020, to take into account legislative or constitutionally imposed adjustments in the method of calculating assessed value, to repay such debt.
The District files an Annual Report to the City and County of Broomfield County Clerk and Recorder.
The District’s boundaries overlap with the boundaries of: City of Broomfield, Broomfield County, Northern Colorado Water, Regional Transportation District, Urban Drainage and Flood, Boulder Valley RE-2 and North Metro Fire Front Range Passenger Rail.
